Press Release:
On 15 March 2007 the General Assembly passed two resolutions to approve the Secretary-General's restructuring of the Department of Peacekeeping Operations and the Department of Political Affairs. Although the final texts of the resolutions are not yet available, you may see the drafts (A/61/L.54 and A/61/L.55, respectively). The report with the Secretary-General's proposals is available (A/61/749), as is the press release of the plenary meeting at which the resolutions were passed.

Secretary-General report on system-wide coherence (A/61/836)

The Secretary-General presented his latest report (A/61/836) on system-wide coherence in development, humanitarian assistance and the environment to the General Assembly, which provides an overview of how he views the recommendations submitted by the high-level panel last year in the context of wider United Nations reforms (A/61/583 - Learn more about the Panel at its Web site and read the Secretary-General's statement introducing the report to the General Assembly on 16 April 2007:

Kosovo Status

The Comprehensive Proposal for the Kosovo Status Settlement (S/2007/168/Add.1) prepared by the Secretary-General's Special Envoy for the future status process for Kosovo, was released on 26 March 2006. The report (S/2007/168: English, French, Spanish: recommends that Kosovo’s status should be independence, supervised by the international community. MONUC: "Monthly Human Rights Assessment: February 2007"
The February human rights assessment report by the UN mission in DRC (MONUC) said operations by the Forces armées de la République démocratique du Congo (FARDC), the national army, against militias had led to increasing allegations of human rights violations against civilians.

Buildings and Climate Change: Status, Challenges and Opportunities (UNEP report)
A new report from the UN Environment Programme (UNEP), Buildings and Climate Change: Status, Challenges and Opportunities, explores the ways the building sector can combat the impacts of global warming.

Case Studies on Climate Change and World Heritage (UNESCO report)
The report looks at how climate change will affect World Heritage sites, which include cultural and natural heritage around the world considered to be of outstanding value to humanity.

Global tuberculosis control - surveillance, planning, financing (WHO report)
The global tuberculosis (TB) epidemic has levelled off for the first time since the World Health Organization (WHO) declared TB a public health emergency in 1993. The Global Tuberculosis Control Report released in conjunction with World TB Day finds that the percentage of the world's population struck by TB peaked in 2004 and then held steady in 2005.

International Knowledge Network of Women in Politics (iKNOW Politics)
The International Knowledge Network of Women in Politics (iKNOW Politics) is an online workspace designed to serve the needs of elected officials, candidates, political party leaders and members, researchers, students and other practitioners interested in advancing women in politics. It is a joint project of the United Nations Development Programme (UNDP), the United Nations Development Fund for Women (UNIFEM), the National Democratic Institute for International Affairs (NDI), the Inter-Parliamentary Union (IPU) and the International Institute for Democracy and Electoral Assistance (International IDEA).

IPCC WGII Fourth Assessment Report: "Climate Change 2007: Climate Change Impacts, Adaptation and Vulnerability" - Summary for Policymakers - April 6th, 2007
The Summary provides policymakers with information about climate change impacts and includes a number of judgments about priorities for further observation and research.

WIPO Outreach Guides
The World Intellectual Property Organization (WIPO) has short outreach guides to help in planning IP-related outreach campaigns, and to provide examples of successful initiatives worldwide. The guides are available in the following areas: Planning a Public Outreach Campaign, Using Communications Tools Effectively, Outreach in Practice.

World Economic Outlook 2007: Spillovers and Cycles in the Global Economy (International Monetary Fund)
This report offers analysis and projections of economic developments at the global level, in major country groups, and in many individual countries. It focuses on major economic policy issues as well as on the analysis of economic developments and prospects. Summary is available in Arabic, Chinese, Spanish, French and Russian.

Human Rights

Human Rights and Business Learning Tool
This learning tool has been prepared by the Office of the United Nations High Commissioner for Human Rights (OHCHR), in collaboration with the United Nations Global Compact Office and the United Nations System Staff College (UNSSC). It has been developed following a period of consultation with companies participating in the UN Global Compact concerning their learning needs in relation to human rights.

Input for the Experts' study on Complementary International Standards
The Human Rights Council has tasked the Intergovernmental Working Group on the Effective Implementation of the Durban Declaration and Programme of Action with the mandate to prepare complementary international standards to strengthen and update international instruments against racism, racial discrimination, xenophobia and related intolerance in all their aspects. The Experts decided to solicit the views and comments of various stakeholders to assist them in identifying human rights problems for which there may be normative gaps.

Unified Standing Treaty Body concept paper (HRI/MC/2006/2)

A new concept paper prepared by the Secretariat (HRI/MC/2006/2) elaborates on the proposal of the High Commissioner for Human Rights for a unified standing treaty body, made in the High Commissioner's Plan of Action (A/59/2005/Add.3). The paper is divided into five parts, as follows:
the objectives of the High Commissioner’s proposal and the principles that guide it; analysis of the current system, its objectives and achievements, as well as the challenges it faces; how the establishment of a unified standing treaty body would meet those challenges, and ensure a strengthened and more effective monitoring system; proposed ideas on the possible forms, modalities of operation and functions of a unified standing treaty body; issues to be considered with respect to the establishment of such a body.

Humanitarian Affairs

Towards universal access: scaling up priority HIV/AIDS interventions in the health sector
A joint progress report by the World Health Organization (WHO), the Joint United Nations Programme on HIV/AIDS (UNAIDS) and the UN Children's Fund (UNICEF), has been released. According to the WHO press release, while access to antiretroviral therapy for advanced HIV infection in low- and middle-income countries continued to grow throughout 2006, more work is needed to reach global targets for universal access to HIV/AIDS prevention, treatment, and care.

International Law

Expulsion of aliens (A/CN.4/565)
English, French and Spanish:
The UN Secretariat has prepared a study to assist the International Law Commission in its consideration of the topic of the expulsion of aliens (A/CN.4/565). According to the summary, "The study is based on the premise that every State has the right to expel aliens. However, this right is subject to general limitations as well as specific substantive and procedural requirements." This 600+ page document approaches the topic from several perspectives and is extensively footnoted. A select bibliography is annexed to the document.

International Court of Justice – redesigned website
The International Court of Justice has launched a new website to mark the end of its sixtieth anniversary year. The page highlights the latest developments and provides information about the court. All the documentation of the court has been digitized and is available in pdf format. There is also information about the predecessor body, the Permanent Court of International Justice and links to full-text documents from the Permanent Court (1922-1946).

Internationally Wrongful Acts (A/62/62)
English, French and Spanish:
A new report of the Secretary-General compiles decisions of international courts, tribunals and other bodies regarding the responsibility of states for internationally wrongful acts (A/62/62). In 2001, the International Law Commission adopted the articles on responsibility of States for internationally wrongful acts (see A/56/10) and the General Assembly took note of these articles and commended them to the attention of Governments without prejudice to the question of their future adoption or other appropriate action (A/RES/56/83 and A/RES/59/35). The compilation, prepared for the next session of the General Assembly, reproduces the extracts of decisions under each of the articles referred to by international courts, tribunals or bodies, following the structure and numerical order of the State responsibility articles adopted in 2001.

UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions


The United Nations Educational, Scientific and Cultural Organization (UNESCO) Convention on the Protection and Promotion of the Diversity of Cultural Expressions entered into force this week. According to the UNESCO press release, "the convention aims to reinforce the links between culture, sustainable development and dialogue. It reaffirms respect for human rights and fundamental freedoms, equal dignity of cultures, equitable access and openness of cultures to the world."
