The purpose of the conference is to assess the results of the 10-year action plan for the Least Developed Countries (LDCs) adopted at the Third United Nations Conference on LDCs in Brussels, Belgium, in 2001; and to adopt new measures and strategies for the sustainable development of the LDCs into the next decade.

The Eminent Persons Group report released ahead of the global conference on the least developed countries in May 2011 says that these countries can break out of a decades-long poverty trap, depending on determined national action and international support. The report also shows upward progress in category after category of economic and human well-being indicators by developed and dynamic developing countries, while LDC trends are close to flat-lining.

Thirty years into the AIDS epidemic, and 10 years since the landmark UN General Assembly Special Session on HIV/AIDS, the world will come together to review progress and chart the future course of the global AIDS response at the 2011 UN General Assembly High Level Meeting on AIDS from 8–10 June 2011 in New York. Member States are expected to adopt a new Declaration that will reaffirm current commitments and commit to actions to guide and sustain the global AIDS response.

Uniting for universal access: towards zero new HIV infections, zero discrimination and zero AIDS-related deaths (A/65/797)

Thirty years into the AIDS epidemic, investments in the AIDS response are yielding results, according to a new report released on 31 March 2011 by United Nations Secretary-General Ban Ki-moon. The report highlights that the global rate of new HIV infections is declining, treatment access is expanding and the world has made significant strides in reducing HIV transmission from mother to child.

The panel of experts set up to advise Secretary-General Ban Ki-moon on accountability issues with respect to the final stages of the conflict in Sri Lanka has found credible reports of war crimes committed by both the Government and Tamil rebels and calls for genuine investigations into the allegations, according to a report made public on 25 April 2011 by the United Nations.

In 2007, on World Environment Day (5 June), Secretary-General Ban Ki-moon, with the above words, made public his ambition to make the United Nations more efficient in its operations. In October 2007, at the meeting of the UN System Chief Executives Board for Coordination (CEB), the Executive Heads of UN agencies, funds and programmes committed to move their respective organizations towards climate neutrality, and developed the UN Climate Neutral Strategy.

25th Anniversary of the Chernobyl Disaster (26 April 2011)

An explosion at the Chernobyl Nuclear Power Plant in 1986 spread a radioactive cloud over large parts of the Soviet Union, now Belarus, Ukraine and the Russian Federation. On 26 April 2011, the General Assembly will hold a special commemorative meeting in observance of the 25th Anniversary of the Chernobyl Disaster.

The European Union’s Role in Promoting and Implementing the Responsibility to Protect in Africa: Turning Political Commitments into Effective Action (UNU-CRIS, BRIGG Paper 2011/1)

At the 2005 World Summit, an important normative shift occurred in the definition of sovereignty as the Responsibility to Protect (R2P) gained prominence. This paper, issued by the United Nations University - Comparative regional integration studies, investigates how the European Union (EU) has promoted the R2P principle at the EU and the international level and to what extent the EU has channelled its support for R2P into concrete action in Africa. The paper shows that while the EU has remained an active supporter of R2P at the international level, this enthusiasm has not been transmitted into its own policies or championed by any EU Member State. The EU has at its disposal a wide range of crisis management tools, yet is still far from applying them through coherent action, let alone under the R2P umbrella. Africa has great potential in developing its own peace and security framework, but this remains a long-term project. In this regard, EU support remains essential through political dialogue, sustainable financing and concrete projects to strengthen the African Peace and Security Architecture.

This new report - prepared by the office of the UN Special Coordinator for the Middle East Peace Process (UNSCO)- highlights progress made by the Palestinian Authority in building institutions necessary for a functioning State, while stressing the need for Israel to roll back “measures of occupation” and for an urgent resumption of negotiations between the two sides.

This publication was created in recognition that some countries required help to fully implement the Convention on the Transboundary Effects of Industrial Accidents. In particular, the Programme has been developed to help the countries of Eastern Europe, the Caucasus, Central Asia and South-Eastern Europe. It details the history of the Programme, preventing and responding to industrial accidents, and evaluates it effectiveness.

The e-Atlas of Global Development is a free, online, interactive tool, which maps and graphs more than 175 indicators from the World Bank’s development database. Its launch coincides with the release of a new print edition of the Atlas of Global Development a concise and up-to-date reference for journalists, teachers, students, and anyone interested in better understanding today’s critical development issues.

Germany: A Job-centred approach (ILO)

Despite a dramatic decline in output as a result of the global financial and economic crisis, Germany’s labour market held up well compared with other countries. Although the economy shrank by 4.7 per cent in 2009, more than in most other countries, employment fell by only 0.2 per cent, whereas the average for the industrialised countries was five times worse than in Germany. This was the conclusion reached by the first comprehensive assessment of Germany’s policy to tackle the crisis, issued by the ILO. This country review is part of a series title: 'Studies on Growth with Equity' prepared by the International Institute for Labour Studies.

Global Monitoring Report 2011: Improving the Odds of Achieving the MDGs (World Bank / IMF)

Two-thirds of developing countries are on track or close to meeting key targets for tackling extreme poverty and hunger. This year’s Global Monitoring Report delves into country performance and reveals a diverse, and often hopeful, picture. For example, among developing countries that are falling short on the Millennium Development Goals, half are close to becoming on-track. With improved policies and faster growth, these countries can still achieve the targets in 2015 or soon after.

Global Virtual Knowledge Centre to End Violence Against Women and Girls

This Centre - supported by UN Women - has been updated with a fresh design and navigation, and new content, including a learning module on working with the health sector and translations of its legislation module. It offers over 700 practical tools in over 50 languages to assist programmers, policy-makers and advocates working to end violence against women worldwide. 

Growth, Employment and Decent Work in the Least Developed Countries (ILO)

Prepared for the Fourth United Nations Conference on the Least Developed Countries to be held in Istanbul from 9-13 May, 2011, the study examines the relationship between GDP growth, employment and decent work in the LDCs within a longer term perspective but focusing on the last decade. It addresses a number of key issues in growth and development across the three main regions of Africa, Asia and the Island countries, also highlighting challenges and opportunities for structural changes, job creation and poverty eradication.

This UNDP report highlights two particular factors for policy change that also concern Kosovo’s international partners: lack of social cohesion and a failure of self-reliance. The report identifies social groups feeling the bite of exclusion more deeply than others. These groups risk becoming Kosovo’s invisible population unless they are moved quickly up the policy prioritization ladder and made the primary focus of Kosovo’s development agenda.

The United Nations has released details of its greenhouse gas emissions for 52 institutions, covering 200,000 employees, in a new report published as part of ongoing efforts to reduce the organisation's carbon footprint. The report, co-ordinated by the United Nations Environment Programme (UNEP), calculates the UN's total greenhouse gas emissions for 2009 at 1.7 million tonnes of CO₂ equivalent, or 8.3 tonnes per capita.

More than 1.5 billion people live in countries affected by violent conflict. The World Development Report 201 examines the changing nature of violence in the 21st century, and underlines the negative impact of repeated cycles of violence on a country or region’s development prospects. Preventing violence and building peaceful states that respond to the aspirations of their citizens requires strong leadership and concerted national and international efforts. The Report is based on new research, case studies and extensive consultations with leaders and development practitioners throughout the world.

The Office of the High Commissioner for Human Rights (OHCHR) joined efforts with Equitas – International Centre for Human Rights Education to develop this handbook, which aims to support the rigorous, systematic and continuous evaluation of human rights training activities for adult learners in a variety of settings. The Handbook builds on existing research and practice in educational evaluation; it equips human rights educators with basic knowledge in evaluation and with step-by-step guidance, including examples of tools and techniques adaptable to different contexts.

This new report, released by The United Nations High Commissioner for Refugees (UNHCR), gives a statistical overview of asylum applications lodged in Europe and selected non-European countries and notes a dramatic fall in the number of asylum-seekers in the industrialized world over the last 10 years.

The UN Office for the Coordination of Humanitarian Affairs (OCHA), United Nations Foundation and Vodafone Foundation released at the Dubai International Humanitarian Aid & Development Conference a landmark publication examining how technology is reshaping the information landscape in which aid groups respond to sudden onset emergencies. The report analyzes how the humanitarian community and the emerging volunteer and technical communities worked together in the aftermath of the 2010 earthquake in Haiti, and recommends ways to improve coordination between them in future emergencies.
