The preliminary list of items (A/64/50) has been issued for the 64th session of the General Assembly (GA), which will convene at UN Headquarters on Tuesday, 15 September 2009. The list includes a total of 161 provisional agenda items covering, among others, such topics as the maintenance of international peace and security (items 9-42), the promotion of sustained economic growth and sustainable development (items 43-63), the promotion of human rights (items 65-70), disarmament (items 84-102) and organization and administrative matters (items 106-161).

UNISDR Terminology on Disaster Risk Reduction (2009)

The UN International Strategy on Disaster Reduction (UNISDR) has issued a new disaster terminology. The terminology "aims to promote common understanding and common usage of disaster risk reduction concepts and to assist the disaster risk reduction efforts of authorities, practitioners and the public."

The report, compiled by UNAMA’s Human Rights Unit, draws on extensive, independent, and impartial monitoring and investigation of incidents involving the loss of life or injury to civilians in conflict zones. Such analysis is geared to identifying trends as well as measures needed to pre-empt the loss of life and enhance the protection of civilians.

The International Maritime Organization (IMO) has a new information resource on piracy. The document includes references to key IMO Assembly resolutions, as well as other IMO documents related to the topic.

The first report of the Secretary-General on the United Nations Integrated Peacebuilding Office in Sierra Leone (UNIPSIL) has been issued (S/2009/59). The report covers the activities of the mission and developments in Sierra Leone from 1 October 2008 to 31 January 2009, including the establishment of UNIPSIL in accordance with Security Council resolution 1829 (2008).

Prodi Report

The Report of the African Union-United Nations panel on modalities for support to African Union peacekeeping operations (the "Prodi Report") was recently issued (A/63/666-S/2008/813). The report provides an overview of the main issues on the increasing engagement of the African Union in conflict prevention, peacekeeping and post-conflict reconstruction. The panel makes several recommendations regarding the strategic relationship between the UN and the AU.

Responsibility to Protect ("RtoP"or "R2P")

The report of the Secretary-General on Implementing the responsibility to protect (A/63/677) reponds to paragraphs 139 and 139 of the 2005 World Summit Outcome whereby Heads of State and Government unanimously affirmed that “each individual State has the responsibility to protect its populations from genocide, war crimes, ethnic cleansing and crimes against humanity”. The report outlines a three-pillar strategy for advancing the agenda mandated by the Heads of State and Government at the Summit:
  • Pillar one: The protection responsibilities of the State
  • Pillar two: International assistance and capacity-building
  • Pillar three: Timely and decisive response
The strategy stresses the value of prevention and, when it fails, of early and flexible response tailored to the specific circumstances of each case. There is no set sequence to be followed from one pillar to another, nor is it assumed that one is more important than another.

The UN Democracy Fund (UNDEF) has launched a new newsletter, UNDEF Update. The newsletter will provide the latest on project proposals, Advisory Board members, Member States' contributions, as well as stories and photographs from the field. UNDEF supports democracy by funding projects that strengthen the voice of civil society, promote human rights, and encourage the participation of all groups in democratic processes.

Atlas of the World’s Languages in Danger (UNESCO)

UNESCO launched the electronic version of the new edition of its Atlas of the World's Languages in Danger on 19 February. This interactive digital tool provides updated data about approximately 2,500 endangered languages around the world and can be continually supplemented, corrected and updated, thanks to contributions from its users. The Atlas enables searches according to several criteria, and ranks the 2,500 endangered languages that are listed according to five different levels of vitality: unsafe, definitely endangered, severely endangered, critically endangered and extinct. Some of the data are especially worrying: out of the approximately 6,000 existing languages in the world, more than 200 have become extinct during the last three generations, 538 are critically endangered, 502 severely endangered, 632 definitely endangered and 607 unsafe.

This new report presented by the United Nations Development Programme (UNDP) in Croatia is the first of its kind globally following new analysis released by the International Panel on Climate Change (IPCC). It is a fact that the climate is changing and the consequences of that change are already being felt all over the globe. Croatia is not an exception. The Report “A Climate for Change” accounts for and quantifies the damages in several sectors of the Croatian economy over the past several years as a result of climate variability. It demonstrates that climate is already a critical factor in development in Croatia, and climate change may have profound impacts on the country.

The United Nations Economic Commission for Europe (UNECE) and the Food and Agriculture Organization of the United Nations (FAO) have announced the release of an online resource to provide access to data on Europe's forests (UNECE press release). The data is provided as part of the UNECE Statistical Database.

The health sector needs to take urgent steps to counter the negative consequences of the financial crisis on global health in five areas: leadership, monitoring and analysis, pro-poor and pro-health public spending, policies for the health sector based on primary health care, and new ways of doing business in international health.

The Joint UN Programme on AIDS (UNAIDS) and the World Health Organization (WHO) have jointly developed an online resource kit to provide guidance in planning and writing strong Global Fund proposals. The resource kit structure echoes the development of a proposal and aims to be a practical tool for writing proposals. The Global Fund to Fight AIDS, Tuberculosis and Malaria is a financial mechanism that provides grants in support of evidence-informed, technically sound and cost-effective programmes for the prevention and treatment, care and support of persons infected and directly affected by HIV, tuberculosis and malaria.

United Nations Development Account - redesigned website

The website of the UN Development Account, an integral part of the technical cooperation activities of the economic and social entities of the UN, has been redesigned. Users can now retrieve detailed information about development projects, relevant UN documentation and upcoming meetings and events as well as proposed timelines and deadlines for implementing entities.

The Durban Review Conference, to be held in Geneva in April, has a new website. The conference will evaluate progress towards the goals set by the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance held in Durban, South Africa, in 2001. The website includes documents and other information about the work of the Preparatory Committee.

This new report - launched by the United Nations Office on Drugs and Crime (UNODC) provides new information on a crime that shames us all. Based on data gathered from 155 countries, it offers the first global assessment of the scope of human trafficking and what is being done to fight it. It includes: an overview of trafficking patterns; legal steps taken in response; and country-specific information on reported cases of trafficking in persons, victims, and prosecutions.

The Office of the High Commissioner for Human Rights (OHCHR) and the African Union-UN Hybrid Operation in Darfur (UNAMID) have issued a new report about the investigation into the 25 August 2008 incident at the Kalma camp for internally displaced persons (IDPs) in South Darfur. According to the report, 33 civilians were killed and 108 were wounded when Sudanese forces entered the camp.

Updated each year, The A to Z Guide to Afghanistan Assistance aims to enhance general understanding of the array of actors, structures and government processes related to aid and reconstruction efforts in the country. The guide provides: an extensive glossary of assistance terms, an overview of Afghanistan's system of government, a series of country and city maps, key primary documents, and an extensive contact directory that includes government agencies, NGOs, donors and international actors. The guide is also published in Dari and Pashto.

The Secretariat has prepared a study for the International Law Commission on the Immunity of State officials from foreign criminal jurisdiction (A/CN.4/596). According to the introduction, "The study examines the main legal issues that arise in connection with this topic, both from classical and contemporary perspectives, also taking into account developments in the field of international criminal law that might have produced an impact on the immunities of State officials from foreign criminal jurisdiction."
