Finland has two independent supreme guardians of law: the Chancellor of Justice of the Government, appointed by the President of the Republic, and the Parliamentary Ombudsman elected by the Parliament.

Referendum and citizens’ initiative
After a constitutional amendment in March 2012 in Section 53, Finland adopted the “Referendum and citizens’ initiative” Law which allows citizens, entitled to vote, the right to submit a proposal to Parliament for a draft law or for a referendum.
