The Estonian ombudsman called Chancellor of Justice combines the functions of constitutional guardian and body to handle general petitions.

Article 46º of the Constitution states that everyone shall have the right to petition state and local government authorities and their officials with memoranda and applications. Procedures for responding shall be determined by law. Petitions are to be submitted to the ombudsman.
The Brussels based United Nations Regional Information Centre for Western Europe - UNRIC provides information on UN activities to the countries of the region. It also provides liaison with institutions of the European Union in the field of information.
